Minutes of Meeting
Held at CIA Headquarters
Langley, Virginia
31 July 1970
1. The Thirtieth meeting of the Computer Security Subcom-
mittee of the United States Intelligence Board Security Committee was
held on 31 July 1970 between 0930 and 1115 hours in the Auditorium,
CIA Headquarters Building. The list of attendees is too lengthy for
inclusion in the minutes but is being maintained in Subcommittee files.
Z. The security level of the meeting was announced as Secret,
non-codeword, although it was pointed out that the briefings presented
by the IBM representatives were unclassified.
3. Briefing on IBM Proposal for a Secure Multilevel Computer
System: The entire meeting was taken up by briefings presented by the
following IBM personnel on a proposal made by IBM to the Department
of Defense for providing security in the multilevel operation of a.n IBM
360 computer system:
Mr. Philip J. Patton, Jr., IBM/Federal Systems Division
Mr. Alfred L. Basinger, IBM/Data Processing Division/
G-E-M Region.
Messrs. Patton and Basinger presented an informative briefing on an
architecture for handling multilevel operations in a computer system

running under OS 360 in an MVT mode. The briefing related to a
propdsal made to the Defense Communications Agency in June 1970.
4. Copies of an outline of the briefing, furnished by Mr. Patton,
is furnished members for their information. Attention is invited to
the dissemination caveat contained on page 2 of the outline.
5. Also copies of a transcript of the briefing are being furnished
members for their information. A similar restriction applies to the
information contained in this transcript in that it should not be disclosed
outside the government.
6. The next Subcommittee meeting was scheduled for 0930 hours
on 14 August 1970.
