SUBJECT: Submission of Ideas for a Revision of DCID 1/16
1. As I mentioned in the November meeting, I would like to have
each of you submit ideas in writing about what the contents of a re-
written DCID 1/16 should be. Use any form you like - including any-
thing from suggested changes to the present regulation to an outline
for a whole new approach. If you have no comment and would prefer
to have a "strawman" from which to comment, please let me know this
as well. You can be assured that you will have ample opportunity to
comment before anything becomes final.
2. I hope to have the 3 person sub-group I described start work
on t draft sometime after 1 January 1980, so I would like to have your
responses by 20 December 1979.
3. As far as I can tell, computers used to communicate data will
not be included in the rewrite of DCID 1/11 so it will almost certainly
not be included in the rewrite of DCID 1/16. However, I have proposed
to the Chairman, SECOM that he approach the Chairman of the National
?COMSEC Committee to work out some common understanding so that all systems
will meet a minimum standard, no matter what the use. For this reason,
if you have ideas or thoughts about computers used in communication, you
may submit these for possible later use.
