SUBJECT: Significant Error in DoD Industrial Security Manual
1. Attached is a copy of page 165 of the newly published DoD Industrial
Security Manual, DoD 5220.22-M, Section IX, paragraph 75e, which contains a
statement that, standing alone is incorrect and misleading. The manual,
published by the Government Printing Office, has already been widely
distributed throughout CONUS and likely to some overseas installations.
2. We noted the contradiction to DCID 1/14 last week and, following
several telephone calls, we were advised by a DoD official that the error was
acknowledged and DIS was being advised so they could issue a correcting
bulletin to all users of the document. There was degree of uncertainty and I
am left feeling less than confident that: (a) a correction notice will be
composed, and (b) a correction bulletin will be forwarded to all recipients
(in a timely fashion).
3. I have advised Policy Branch, Office of Security, and Security Staff,
OD&E, of this error and intended corrective notice since this manual is in the
hands of many industrial contractors who may well note the entry and then ask
CIA what implication it has By copy of
this memo, Security Staff, Office of Logistics, will be notified.
4. Not wishing to embarrass OSD, I will bring this to the attention of
the DCI Security Forum principal, and ask him to announce it
(the error) at the 16 November Forum meeting so members can in turn alert
their operating components who could receive queries from their contractors.
