We cannot concur with the policy statement in its current form. Moreover, the document is not classified in accordance with the provisions of Executive Order 12356. The issuance of independent policy statements such as the subject draft make it more difficult for our USAID Missions to maintain effective records management. The subject draft appears to be a revision of 11 FAM 236.3 dated September 26, 1980. During 1985, this Agency concurred with similar changes to the FAM in response to NSDD 197 tasking. Apparently, those changes were not incorporated into the FAM. We recommend that the subject draft not be issued in its current form. Instead, we prefer to make changes to the existing FAM. We believe that classifying the entire text of the subject draft is counter- productive to developing security awareness within our Agency. Many of our U.S. Personal Services Contractors overseas do not require access to national security information in the performance of their duties. Since the subject draft levies a reporting requirement on our contractors, how does the Department plan to resolve this issue?
