On October 1, 1987, IG/SEC attendees at the Overseas Security Policy Group
were provided with a copy of the subject standards. During the OSPG meeting,
we were advised that the Department would conduct a survey of all agencies to
determine which posts meet or do not meet the proposed standards. It was our
understanding that subsequent meetings would follow to discuss the results of
that survey and its potential impact on implementing the standards.
To learn via reference (a) that the Department has implemented the proposed
standards and made them applicable to all foreign affairs agencies, without
the benefit of formal consultation, is discouraging and contrary to the
purpose for which the OSPG was established.
We believe that with rare exception, A.I.G. does not meet the new standards.
The resource implications for implementing the proposed standards may be
significant for A.I.D. in terms of operational efficiency and potential
costs. To provide the information you have requested in reference (b), it
will be necessary for A.I.D. to conduct an appropriate survey.
Before we initiate our survey, we would appreciate meeting with you as soon as
possible to coordinate our efforts. We would appreciate acquiring the results
of the Department's survey as it pertains to A.I.D. and learning if the
Department is willing to absorb any costs associated with implementing the new
standards.
