SUBJECT: Guidelines for Congressional Witnesses
Attached is the draft of a paper on guidelines which we
intend to use in pre-briefi:pc Congressional witnesses. These
guidelines represent the collective wisdom of many officers
currently and previously active in the Agency's relationship
with the Congress. Please review the draft, and if you have any
.comments, forward them to the Office of Congressional Affairs
before Friday, 4 September. The'Director has taken an interest
in the subject of guidelines, and we plan to send him a final
version in mid-September.
