We spoke directly with Dr. Lorna Polk, Education Program Director on 4dzite House Initiatives to HBC[J's. We explained to Dr. Polk that a decrease in our obligated funds in FY-85 was difficult to explain at this point. Our records failed to indicate a direct reason for the decrease of these obligations. However, we noted in FY-85 an Agency reduction of approximately $226,000 for all higher educational institutions. In that same year, the Office of Equal Employment did not launch nor create any new programs or initiatives geared for HBCU's.. However, the following fiscal year (FY-86) reflected more than a 100% increase in our planned obligations/initiatives to HBCU's. We advised Dr. Polk that following FY-85, monies provided directly or indirectly to HBCU's has been on a continual increase to its projected expenditure in FY-88 of some $497,000. Dr. Polk was pleased with our feedback and appreciated our concern and continued support to HBCU's. Unfortunately, Jim, we are at a major loss to factually explain our FY-85 reduction.
