SUBJECT: Request for A/E Funds for Energy
Recovery System
1. This memorandum requests your approval for release of
funds for A/E contractual services in support of an energy
recovery installation.
2. At the recent briefing provided you by the Office of
Logistics, Facilities Management Division (OL/FMD) on the plan
for construction of an energy recovery system, questions were
raised concerning the building profile and appearance.
Included with this memorandum are photographs of the Andrews
Air Force Base installation which demonstrate that a disposal
facility can be planned and built within a reasonable height
and acceptable appearance. As mentioned during the briefing,
the preliminary proposal involved a prefabricated metal
structure. With the funds released by you, OL/FMD will proceed
with development of final specifications, an acceptable site
plan for the Headquarters Compound, and also several design
options for a masonry structure, all of which will be reviewed
with you prior to award of construction and installation.
3. Based on the current completion estimate of $3.4
million for the design and construction of a 12,000 square foot
facility, it is requested that $300,000 of the $1.045 million
in FY-87 funds frozen by the DDA be released to permit us to
proceed with the design of the facility. This action will
ensure completion of the facility in FY-89.
