1. On 6 February Deputy Comptroller) (briefed Deputy Director
of the Intelliqence Community Staff) on the New Building and
primarily walked through the attached memorandum, which had
been prepared for the Acting DCI to ansv(,r questions raised by

garble. He had only noted that a late decision to change the overall
communications system for the New Building so that it could interact with the
system in the original Building had cost time and money. He had two main
concerns: one, that the Agency had made "packaging" mistakes by including so

susceptible to sensationalist charges of excessive costs for the New Building
if staffers who didn't understand the program wanted to give us a hard time.
