'87, Same Subject 1. The Office of Training and Education strongly endorses the concept proposed by the Director, Office of Information Technology to assign OIT personnel to DA Offices. To say that OTE has a critical need for such services is an understatement. Automation of student registrations, airline scheduling, course and classroom scheduling and resource management in general are all areas of our support operation which are ten years behind the state-of-the-art.. Additionally, we anticipate an almost endless number of applications in the classroom as various training simulations lend themselves to computer methodologies. The new compensation and benefits system, with its many occupational groups and the attendant training requirements, makes it even more critical for us to have an automated system or we will never keep up. 2. Having said that, I am concerned that the attachment to the memo shows only one individual assigned to OTE. One person cannot come close to meeting our requirements. Our estimated needs are for a team of four or five staffers and one or two contractors. The staffers would provide the continuity and administration of resources devoted to our overall ADP planning and implementation, while the contractors would give us the versatility of looking at unique applications, e.g. classroom simulations and computer based training (CBT) uses. Without this level of effort, the proposal, at least for OTE, is a non-starter. It would almost certainly guarantee a continuation of the status quo, which is unacceptable. 3. Ed suggests in his memo that all ADP specialist personnel be part of the MZ Career Service. I have no problem with that from OTE's viewpoint. I assume the occupational groups now being formed will help us with that type of decision. 4. In summary, Ed's proposal is a good one--an idea whose time has come if he can deliver at the level needed to STAT accomplish something.
