SUBJECT: COMIREX Proposal
1. Thank you for the prompt clearance and briefings afforded to Dave
25X1~~ and myself. I understand your sense of urgency to get moving on the
COMIREX proposal. We will do whatever we can to positively contribute.
2. I want to clarify my instructions from the DDA and D/OIT. As I
understand it, I am to provide to Mr. Donnelly:
a. An assessment from the CAMS P/S perspective as to whether the
proposed consolidation of the P/S and T/S in the T/S environment is
feasible and reasonable. Specifically, we are to make an assessment of
cost and schedule risks, technical risks, functional completeness, and
finally, compartmentation concerns, if any.
b. Any options that might have significantly lower costs, better
schedules and/or lower risks.
c. A transition plan, if appropriate, to accomplish the COMIREX
proposal.
3. I was instructed by Mr. Donnelly to accomplish the above as soon as
possible, he indicated a 30 to 90 day time frame was reasonable. I
believe with your cooperation we can complete our task by 23 October 1987.

4. In order to accomplish the above, I request one additional clearance,
25X1 that is f o r = She is currently Chief of the Systems
Development Division in the CAMS P/S Program Office. I would also like a
follow-up briefing(s) with additional information on the system
architecture, and predicted cost and schedule information to complete the
25X1 COMIREX proposal. I can clarify this request with ~~(or whoever
you wish).
5. Thank you for your cooperation. We will do everything we can to
complete our work as quickly and as positively as we can.
