Acting Director of Central Intelligence Gates has asked me
to respond to your letter of 24 March regarding a proposed GAO
review of alleged covert assistance to the Mujahedin of
Afghanistan.
We believe that this request goes to matters under the
direct purview of the House Permanent Select Committee on
Intelligence (HPSCI) which, as you know, is responsible for over-
sight of the Central Intelligence Agency. We understand that
the Chairman of that Committee, Representative Louis Stokes, has
already been in touch with Chairman William Gray of the House
Committee on the Budget to offer Representative Gray a briefing
that should satisfy his concerns.
We feel confident that existing Congressional oversight
mechanisms will continue to provide House leadership with the
kind of detailed oversight over CIA programs that will assure
the Congress that our funds are professionally managed and
thoroughly reviewed.
