Mr. William F. Donnelly, Chairman Information Review Committee Central Intelligence Agency Washington, D.C. 20505 Dear Mr. Donnelly: Thank you for sending us a carbon copy of your letter to Professor Bradley F. Smith, Department of History, Cabrillo College, 6500 Soquel Drive, Aptos, California 95003. However, we did not get copies of the sanitized documents which you sent to Professor Smith. Our case NLT 86-21 submitted for Max Holland, Suite 308, 110 Maryland Avenue, N.E., Washington, D.C. 20002 on February 18, 1986, reflects the CIA denial in full as reflected by the letter from Lee S. Strickland of the CIA to the Truman Library, dated April 15, 1986 which was appealed by Professor Smith. We need the copies of these sanitized documents with the CIA deletions marked out so we can effect a change in our files releasing the declassified portions of these documents and making them available to researchers including Mr. Holland, the original requestor. Copies of the appropriate letters are enclosed. BENEDICT K. We would appreciate it if you would conduct a preliminary review of these documents and send your recommendations and the documents to the National Security Council for final review. The NSC, in turn, will review the documents and officially notify the Truman Library of its determination regarding the documents. These documents contain Code Word information. You may wish to consult with the Department of Defense regarding their possible declassification. If, after reviewing the documents, you determine that it must be denied in full and that further review by the Department of State and the NSC is unnecessary, please notify the Truman Library concerning your decision. 0 QOV
