SUBJECT: Support for the Analysts' File Environment (SAFE)
1. The Intelligence Community Staff is continuing its review of the
FY 1989 budget with commencement of the Forecast Review on 15 June 1987. To
effectively monitor Community expenditures and to evaluate program requests,
I believe a meeting to discuss SAFE development status and to examine outyear
programmed expenditures is necessary.
2. Inasmuch as the biannual SAFE meeting was postponed and SAFE bimonthly
management meetings are no longer held, there exists no regular forum to
explore the following programmatic issues of concern as they may impact on
agency budgetary profiles:
o SAFE schedule slippages (delivery 3.x tnrough delivery 4, set 1)
and their resultant cost impacts in FY 1988 and outyears;
o separation issues to include maintenance of common SAFE
components, follow-on development activities, vendor resources
availability, contracts, DIA resource constraints, development
computer facilities, transition strategy, plan and schedule; and,
o technology transfer requests and impacts.

3. Although I recognize that CIA and DIA are each preparing formal
responses to DCI guidance which will address some of these areas, I believe
there is a present need to have an informal discussion of these issues,
limited to addressees only. Therefore, I invite you to meet with me on
STAT 1 June 1987 from 1400-1500 in my office
It would be useful if we could start our meeting with a brief presentation on
SAFE program status by CSPO's CIA and DIA project managers, prior to
commencement of executive level discussions. Arrangements for this meeting
are being handled by IC staff officer,
