Why does the CIA require space at RECOMMENDED REPONSE: CIA needs additional space to consolidate a majority of our personnel and activities that can not be accommodated on the Headquarters compound. When we originally designed the new building in 1980, we p1 to consolidate most of our Washington area work force then scattered in d ispersed buildings in the Washington area on the Headquarters compound to improve efficiency, productivity, and security. We were unable to accomplish that goal, however, because of the substantial growth since 1980 in our work force and our requirements for special use space for computers, communications equipment and printing facilities. When we be in moving into the new building later this year, we will be scattered in buildings, compared toLlin 1980. When we complete the move, we will still be dispersed in=buildings, not much of an improvement over our situation in 1980. Given this situation, in 1986 we again sought a way to improve efficiency, productivity, and security by bringing our workforce together in four We found the latter in an opportunity to take over an ded two existing buildings that meet many of our security and special use requirements here additional buildings could be constructed.
