1. I have just received and read paper on
"Domestic Responsibilities of Soviet Party Centra Committee
Secretaries." I just wanted to let you know that I thought
this was a fine piece of work. I hope that the analysts of
Soviet internal affairs will take the opportunity presented
by the Party Congress to publish perha s several short papers
on various aspects of the Congress. demonstrates
that we have something useful to say about these subjects and
should say it in print more frequently. (C)
