SUBJECT Developments in Poland
1. I convened a meeting of the NFIB agency representatives
Tuesday afternoon to discuss the implications of Polish Defense
Minister Jaruzelski's appointment as Prime Minister, the results
of the Central Committee Plenum and the Supreme Court decision on
Rural Solidarity. The representatives believe that the very tough
leadership speeches at the Plenum, together with Jaruzelski's
appointment, will have a shock effect that may quiet the situation
temporarily and gain the regime some breathing space. All agreed
that the events of yesterday and today signal a harder line by
the regime and, in that sense, move Poland closer to the use of
coercive measures -- but this is a largely abstract and indefinite
.conclusion with little sense of imminence. No agency representative
supported issuing an alert memorandum. (S)
