I WAS DISSAPOINTED IN READING THE ATTACHED IA ON "THE PEACE MOVEMENT IN WESTERN EUROPE" AT HOW SUPERFICIALLY THE ROLE OF THE SOVIETS IN PROMOTING THIS MOVEMENT WAS TREATED (PAGE 2).

I was disappointed in reading the attached IA on
"The Peace Movement in western Europe" at how super-
ficially the role of the Sgviets in promoting this
movement was treated (page;2). Even this brief account
of Soviet activity in this arena was not deemed
sufficiently important to be included in the Key
Judgments, which we both know is generally all that
the more senior people in government read.
As an indication of what more might have been
- done, I attach a brief analysis that was in the INR
Morning Summary last Saturday. In short, it appears
that a good deal more information is available than
-- appeared in the IA, but wa$ not used.
