changes and proposed space allocation associated with the recent disestablishment
of OLC and OPA and birth of the Office of Policy and Planning. You might look it
over this evening so we can discuss it in the morning.

Except for general interest, you need not pay attention to the
final two pages in Attachment A. I am told that this is the
kind of listing Personnel would need to actually transfer
positions.
With respect to Attachment B, I am not sure for cosmetic purposes
whether Billy should be listed as the Deputy Director of Policy
and Planning. I certainly intend to treat him as such and he
certainly is by virtue of rank, but I am inclined to think we
should carry him as Chief, External Affairs Staff instead. He
