NOTE TO: Director of Central Intelligence
Attached is the draft SIG-I directive. There are two issues:
-- First, whether the IG Committee Chairmen have unlimited tenure
and a particular agency can control a Committee for an
indefinite period (which is how presently
read the draft -- and dislike) or whether the Committee Chairmen
should have a fixed tenure which would provide a convenient
opportunity to replace someone with a fresh face or perhaps even
change agencies chairing the Committee. I see
point in that while we are sometimes reluctant'to fire a
Committee Chairman from another agency, a fixed tenure offers
the opportunity either to reappoint or to replace without
heartburn. I would recommend going along with them on this.
-- The other problem is that DIA would like to be a member of the
IGs. Because the Services are members and DIA usually attends
anyway, I see no reason not to make them a named member of the
IGs.
If you agree with these changes, we will get a fresh draft prepared
for your signature before you leave.
