MEMORANDUM FOR: Deputy Director of Central Intelligence

SUBJECT: Address of the Y Group

1. Action Requested: None. This is background information for your
address to tothe Y Group on Tuesday, 6 May, from 6:45 - 7:30 p.m. in the Lewis
and Clark Room of the Westin Hotel, 2401 M Street, N.W. in Washington, D.C.
Phone: 429-2400.
2. Background: You will be meeting at 6:45 p.m. with approximately 60
senior executives of U.S. corporations and their guests in an off-the-record
session. (See attached list of attendees.) As you enter, FBI Director
William Webster, who is speaking on counterintelligence, will be finishing his
question and answer period. Mr. John W. Hushen, Vice President-Government
Relations of Eaton Corporation, will meet you at the entrance of the Lewis and
Clark Room and escort you to the front of the room where you will be seated.
"Del" de Windt, retired chief executive officer of Eaton Corporation, will
introduce you. A microphone and podium will be available for your use. (See
opposite for biographies.) The suggested format for the program is 25 minutes
of remarks followed by 20 minutes of questions and answers. The topic for the
meeting is "U.S. Intelligence Capabilities: Are They Adequate Today?" Since
you are not staying for dinner, you may depart at approximately 7:30 p.m.
No press is expected, nor will foreign nationals be present. According to
the Y Group, they have had no breaches of security in their 16-year
existence. The group is not Washington-based and does not like to address the
press under any circumstances. At the group's request, we do not intend to
tape your remarks. A business suit is the appropriate dress for the evening.
The Y Group is neither a lobbying organization nor a political fundraising
group. It is comprised of individuals of influence who are interested in
communicating their views on topical issues to others of influence in both the
public and private sectors. (For further background information, see

and will not be present for your presentation. Other speakers who will be
appearing separately are Congressman Dave McCurdy (D OK) and Congressman
