MEMORANDUM FOR: Deputy Director of Central Intelligence

SUBJECT: Address to the Armed Forces Communications and
Electronics Association (AFCEA) Symposium
1. Arrangements: You will be the keynote speaker at the Armed Forces
Communications and Electronics Association (AFCEA) Symposium being given in
cooperation with the Defense Intelligence Agency at the Naval Surface Weapons
Center at New Hampshire Avenue and White Oak, in White Oak, Maryland, Tuesday,
7 October, from 9:30 a.m. - 10:15 a.m. Phone: (301) 394-2078
If you are able to be at the entrance at 8:55 a.m., you will be met by
General Sidney T. Weinstein, USA, Assistant Chief of Staff for Intelligence;
Richard Wood, Quality Systems Incorporated, Chairman of the Symposium; and
Colonel Jack B. Pozza, USMC (Ret.), Director of Intelligence and Special
Projects, AFCEA, and escorted to the auditorium. However, if you arrive
closer to your speaking time of 9:30 a.m., an aide will meet you and escort
you to the dais where your hosts will be giving the opening remarks. You will
be speaking on "Intelligence Support for Low Intensity Conflict." This
Symposium will address the full spectrum of worldwide threat and the
Intelligence Community role in support of low intensity conflict (LIC). (See
agenda opposite.)
2. Audience: Approximately 200 engineers, program managers, and
representatives from mid-level management involved in intelligence disciplines
will attend. Government contractors representing private industry make up
two-thirds of the audience; CIA, DIA, and military personnel make up the
remainder. Some SSCI and HPSCI staffers may be present.
The Symposium will be closed to outsiders, and all attendees will have
SECRET clearances. Foreign nationals will not attend the session. According
to Colonel Pozza, the room is swept and then guards are posted.
3. Speech: You have been asked to speak for approximately 45 minutes,
and, if you wish, you can allow for five minutes of Questions and Answers.
After Colonel Pozza gives the opening remarks and Mr. Wood sets the theme,
General Weinstein will introduce you. A podium, mike, and neck mike will be
available on stage. Your speech will be taped for our records. The three
speakers preceding you will be seated in the front row of the audience. At
the end of your remarks, you will be presented with a memento.

SUBJECT: Address to the Armed Forces Communications and

4. Background: Since its inception in 1946, AFCEA International has
represented the lenders and innovators who spearheaded the technological
advances made in C I. AFCEA's 460 corporate members are the world's leading
designers, manufacturers and testers of command and control, communications,
electronics, computer sciences, and intelligence systems, services and
components. AFCEA also represents 23,000 individual professional members from
Free World governments, C I industries, and the armed forces. Ninety
chapters located around the world give C31 engineers, programmers, managers,
government officials and military personnel high-level opportunities to
exchange ideas and professional information on a local and regional basis.
AFCEA publishes SIGNAL magazine and annually sponsors international C31
conferences.
Last year John McMahon spoke to this group. In addition to Your keynote
address, Charles Allen, General Paul Gorman, USA (Ret.), and
Executive Director, DIA will speak at the Symposium. (For agent
