I'm writing to advise you informally that in response to
your invitation to nominate Directorate of Intelligence officers
for the Program for Senior Officials in National Security this
spring, we will be sending you shortly through regular channels
the names of four nominees. I know three of the four personally
and they are first-rate officers.
I provided your invitation to other elements of the Agency
and you may be hearing separately from them -- although I grabbed
half of the offered eight slots in the program for this
Directorate alone because of my personal belief in the value of
the program. I hope others in the Agency will fill the other
positions.
In any event, many thanks for the invitation to participate
and I hope the nominees we are offering meet your criteria for
the program. I know it will be a valuable experience for them.

I am writing to confirm what I earlier mentioned to you orally, namely that the
Kennedy School of Government will offer an eight-week Program for Senior Officials
in National Security in the spring. This new program will be based on the very
successful 1984 pilot program conducted for DOD. The program will run from
31 March to 24 May 1985, and be open to officials at the rank of GS-15 or the
equivalent. The cost for the eight-week program, including room and board and all
materials, but not including travel expenses, is $9,800 per person. We can
-accwdMate up to 8 CIA officers in this program; indeed, we hope to attract eight
officers to ensure the program sufficiently reflects the perspectives of the intel-
ligence community. The Department of Defense will send 48 civilian officials and
military officers in 1985. Other Departments and Agencies are now being invited
to participate at a reasonable scale.
The course curriculum is divided approximately equally between classes on manage-
ment and classes on the substance of national security. This builds on an experi-
ence in the two-week summer program for Senior Executives in National and Inter-
national Security and the Senior Executive Fellows program conducted each Fall.
A copy of the curriculum used in last spring's pilot program is enclosed for your
review. Some revisions in the curriculum are likely for 1985 but in the main the
1984 curriculum proved highly satisfactory and no major changes are contemplated,
although suggestions from the Agency are very welcome.
Also enclosed is a summary evaluation of the pilot program by the DOD participants.
As you can see they considered it a valuable program.
