DCI/DDCI Assigned Tasks
NESA prepared an assessment of the impact of the expulsion
from Libya of Tunisian workers on political stability in Tunisia
for the DCI's meeting with Deputy Assistant Secretary of State
Whitehead and other officials at State and the NSC.
NESA prepared a memo for the DCI on the possibility that
Iraq will make further attacks on Khark Island to knock out the
oil terminals. The memo discussed Iraq's reasons and the
military implications, including the possibility of a wider war
in the Gulf.
OSWR prepared a briefing paper on a proposed sale of US
computer manufacturing technology to India for use in discussions
with the Secretary of Defense.
Policy Support
ACIS attended an ACVC meeting on compliance and met with the
ACVC Policy Group.
ACIS attended an SDI IG concerning arms control and public
diplomacy.

ALA briefed incoming DAS William Walker and Country Director
Richard Melton on Central America.
ALA prepared a typescript on Ethiopia's policy toward its
famine-threatened people for NSC staffer Phil Ringdahl.
Interagency deliberations are underway about whether Ethiopia's
treatment of its northern population disqualifies the country
from receiving US assistance.
ALA prepared a typescript on Ugandan insurgent leader
Museveni for State.
ALA briefed the Board of Directors of the Export-Import Bank
on economic and political developments in Zimbabwe.
ALA will host a roundtable discussion on East Africa for the
State Department's Director of East African Affairs.
At NSC request, EURA compiled data on Western lending to
Eastern Europe for use in developing an Administration position
on a bill to regulate the flow of US money abroad.
NESA prepared a typescript for Vice President Bush assessing
the Algerian threat to Morocco and concluding that Algiers wants
to force Rabat to negotiate a political solution to the Western
Sahara problem
NESA preapred talking points and a briefing paper for the
President and the NSC on Libyan subversion and terrorism.
NESA attended a meeting chaired by Assistant Under Secretary
of Defense Pillsbury on the results of the 12-13 August visit to
the United States of Indian National Science Adviser

OEA wrote a typescript on why the Vietnamese Foreign
Minister was not available for talks on PW/MIA matters with US
officials visiting Hanoi for the Office of the Secretary of
Defense International Security Affairs.
OEA and SOVA briefed CINCPAC Fleet Commander designate
Admiral Lyons on conditions in the Philippines, the Combodian
situation, ASEAN policy, North-South issues and prospects for
political stability in Seoul, and Soviet policy in Asia.
OGI provided State's Office of Public Policy an unclassified
paper on Nicaraguan support for terrorism.
OSWR debriefed Steven Cohen of State's Policy Planning
Council on President Zia of Pakistan and Ambassador Dean on
Soviet Defense Space Talks negotiator Kvitsinskiy.
OSWR participated in discussions with the Chief Scientist,
SDIO regarding Soviet activities in SDI-related research.
SOVA met with officials from the SDI Program Office to
discuss Soviet reactions to the SDI and their potential costs.
DI offices are taking actions in response to the DCI's
comments on the 1986 Research Program, and the Office and Theme
Programs should be published by 1 October.

ALA officers met with contractors to review studies on
military spending in Latin America and Latin American debt
prospects.
EUE.i published an IA, "Spain: Communism in Crisis," noting
that prc-lems of leadership change and disagreement, as well as
the pos;_ble formation of a third communist splinter, promise a
continua-ion of hard times for the movement.
SOVA published an IA, "Gorbachev's Approach to Societal
Malaise: A Managed Revitalization," that assesses policies on
labor discipline, corruption, and crime; consumer issues;
alcoholism; and disaffection of youth. A related IA, "The Soviet
Anticorruption Campaign: Causes, Consequences, and Prospects,"
concludes that although the campaign has already had a
significant political impact, Gorbachev probably realizes that
corruption is so deeply entrenched that the best he can hope for
is to re -1ce the worst excesses and restore a semblance of
bureauc tic propriety.
A -eting of the Soviet Military-Economic Research Group
brought -ogether SOVA and DIA analysts to guide research and
compare Lnd discuss differences in methodology and results.

A NESA analyst doing research on the prospects for the
Islamic resurgence attended the annual meeting of the
International Association of the History of Religions P
As part of the process of installing an automated integrated
library system, the CIA Library barcoded its first book
Wednesday, 28 August. "In Search of Excellence" received barcode
zero as the first of 60,000 books to be processed for the
Library's online catalog and automated circulation system.
Briefings on the Hill
There were 3 briefing on the Hill this past week.
SOVA briefed the Senatorial Delegation going to the Soviet
Union on Soviet leadership issues.
