its advice and consent.

Monday, January 25th.
c. The INF Treaty Text is already available to the Senate. The final text
of the Secretary of State's report will be pravidsd to the Senate
~ Leadership infozmally by Friday, January 15.
The IPff Treaty Negotiating Reo~d Package will include: .
1. cnc~noranda of all conversations tween US a~ Soviet delegaticros
~ irnrolvinq the Il~ Treatyf
? 2. copies of all papers handed-over between these delegations;?
3. portions of m?lmranda kept on Ministerial meetings which contain
discussions/negotiations on the INF Treaty= and,

1. internal-USG documents or papers;
2. the internal USG instructions for the IlJF negotiations; or,

HEARING I and HEARING IZ (morning and afternoon of January 28):
SENATORS COHEN AND BRADLEY will present the major SSCI findings
to date on INF monitoring and verification;
THE NEGOTIATORS, Ambassadors Nitze, Kampelman, and Glitman, will
be asked to testify on the INF Treaty to review the treaty in
detail, to go over the verification protocol, to review
intelligence community support to the negotiations and
intelligence views on the negotiations. (Staff: Ed Levine/
Metzenbaum and Jena Genton/Cranston.)
-HEARING III
ACDA: the SSCI would like to hear from General Burns if he is
confirmed (if not, they may try to reschedule this hearing for a
later date) and Dr. Manfred Eimer,. head of ACDA's Verification
3ureau on criteria for monitoring. The witnesses will_be asked
to provi a an assessment. of S. abilit to monitor the INF
Tre_ ate to look at U.S. systems and the treaty an e
the treaty makes on the U.S. intelligence community. They will
also be-asked to discuss problems of Soviet non-compliance.
Questions on the inspection regime may flow over into a potential

FRANK.CARLUCCI, SECRETARY OF DEFENSE AND ADMIRAL WILLIAM
CROWE, JCS-will be asked to address the implications of INF for
defense, the impact of the treaty on trends and balances in
Europe, the impact.on the strategy of -flexible response, and the
necessity or plans for compensatory deployments. Admiral Crowe
will> be asked to explain the criteria of military significance he
would apply to cheating scenarios .not readily. detected.. The.
Agency has been asked by the SSCI to provide likely Soviet
cheating scenarios; Admiral Crowe will be asked the military
significance of these possible cheating scenarios. Frank
Carlucci will be asked for a net assessment of the gains and
losses the INF Treaty entails for the United States including the
benefits of gaining access to Soviet installations the costs
and risks of the Soviets gaining access to U.S. installations.
Secretary Carlucci will also be asked about the implications for
START of these benefits, gains and losses, and arrangements.

FBI and DOD will be asked to report on interagency coordination on
counterintelligence. Senators Hatch and Boren have shown particular
