The Committee has reviewed and has no objection to
the higher ceiling adjustment requested in your letter
of 2 June 1982. As you recall, the Committee has
encouraged a greater emphasis on human intelligence
collection and production capabilities, those which will
be enhanced by the additional personnel you request.
The Committee understands, however, that funding require-
ments will be accommodated within the existing budget.
