TOP SECRET Proposed Changes to Congressional Budget Justification Boo s During November 1981, the Committee staff received a briefing from Congressional Budget Justification (CBJ) books for the National Foreign Intel- would ligence Program. These proposed changes, being recommended by the DCI, format the CBJ into a target/subject topics format. The targets would be set forth geographically by the various areas of the world where our intelli- gence interests lie, and the funding and intelligence assets devoted to each intelligence Committee Staff personnel on proposed format changes to the geographic area would be depicted. TOP SECRET - OFD of Reserve for Contingencies, counterintelligence, and contingency efforts would be displayed in a separate section and, therefore, would not be included in the target areas. Items such as international studies and support also would be displayed in separate sections. Furthermore, there would be no effort to incorporate any of our tactical assets, such as U-2 and SR-71 reconnaissance aircraft, and the coverage and contribution they perform in these same target areas of the world. This is one of the reasons Congress specified the intelli- gence related activities aggregation. For example, if a U-2 or SR-71 can uniquely perform a particular intelligence mission, it might preclude the neces- sity of building a costly national overhead satellite. The Committee staff was informed that the new CBJ format would be par- tially implemented in fiscal year 1983 with the inclusion of the target/subject display in the NFIP overview volume. The conversion is planned for full implementation with submission of the fiscal year 1984 budget. However, it was not clear as to exactly how this new format will be displayed in fiscal year 1984. This format change was discussed with the Committee during mark-up of the fiscal year 1982 NFIP budget. It was the considered judgment of the Committee that no format changes be made to the CBJ books. There was total agreement that the CBJ books are prepared at the request of the Congress for use by Members and staffs of the Committees of Congress having oversight juris- diction of the intelligence community. They are not to be changed except at the direction of the Congress to facilitate review of the NFIP budget. The proposed change would tend to obscure rather than illuminate the NFIP programs. Having said that, the Committee recognizes that a display of the NFIP in the format proposed could serve as an excellent management tool by the DCI in annually reviewing his overall program. Such a display could pinpoint areas of the world where intelligence assets are insufficiently to effect adequate coverage, and other areas of the world where more than sufficient TOP SECRET - fVNNftD Approved For Release 2007/03/22 : CIA-RDP89M0061OR000100050014-6 ? ? ? assets are available than are needed a& required. Such a targets/subject topics display in the NFIP overview volume would appear to be of interest to Congress in helping assess weaknesses and strong points in our intelligence coverage. The Committee would have no objection to the NFIP overview volume containing a presentation along the lines proposed. However, it would appear to be particularly helpful to also include such topics as covert action, use of reserve funds,, and research and development efforts designed to enhance our overall intelligence coverage in the various areas of the world in such a display. Furthermore, the Committee would have no objection in having the DCI overview statement each year reflect the NFIP along the target/subject topics format. However, the Committee does not wish to have the CBJ books, beyond the NFIP overview volume, changed along the lines proposed for the reasons set forth earlier.
