the Agency's reprogramming request to fund the FY 1982 costs of the interim
overseas pay differential and to express my appreciation for your prompt action.

I am sure you must appreciate the difficulty we encounter in identifying
savings of this magnitude with precision at this point in time. The problem is
ompounded by the uncertainty over the FY 1982 supplemental request which we are
counting on heavily for a number of our highest priority needs. Once the
funding picture becomes clearer, we will notify you promptly of our reprogram-
