In preparation for our joint breakfast next Tuesday with the Director of Central Intelligence, I have attached the latest version of the draft DCI report to the Senate Select Committee on Intelligence entitled, "Strengthening Intelligence Capabilities Against the Soviet Military in the 1990's." I also have attached a copy of the larger reference document. The front end of this document is the 15 June report. This larger document will be the basis for our work towards the 1 September report. 2. At each of the Steering Group meetings, the latest being Thursday, 4 June, a number of important improvements were suggested. All of these were made, as well as some additional refinements from the Steering Group Chairman. Any dissents are included. 3. The key issues for our breakfast meeting are: - Whether to provide to the SSCI Staff details on the initiatives contained in the larger reference document: -- NRO, GDIP and others are opposed to doing this. Whether to "clip-off" initiatives from our list because some have not been studied much (if at all) and/or are technically risky: -- NRO and others want to do this. A variation is to identify the most important gaps and the most important initiatives. 4. As a result of the breakfast discussion, the Steering Group Chairman will revise both the 15 June and the larger reference document. A copy of the 15 June report will be provided to you when the revised document is forwarded to the DCI for signature and subsequent delivery to the SSCI.
