SUBJECT: MCDS Briefings
1. As a follow-up to our meeting of 10 September, I would like to hold a
second session on 29 September at 0945 for the principal purpose of exchanging
briefings on planned and ongoing information handling development programs to
support counterterrorist (antiterrorist) analysis and operations.
Specifically, CIA is asked to brief DESIST/MCDS and DIA to brief DITDS and
related initiatives. NSA is requested to provide an overview of automated
handling of terrorist-related data etc.) within the SIGINT system. STAT
2. Each briefing will be allocated a half hour plus questions. Focus
should be on operational objectives, services to be provided, security
considerations, and basic system design concept rather than on technical
details. We are looking to gain from the briefings an appreciation of the
parallels and divergences among the various agency programs and their
underlying operational requirements.
