In August 1987, meetings were held with senior executives from Department of?State's International Narcotics Matters (DOS/INM) regarding participation in the JMIE program. As an outcome of the meetings, the attached Memorandum of Understanding (MOU) was drafted to reflect agreement between the Intelligence Community Staff, Central Intelligence Agency and Department of State/INM addressing DOS requirements-and funding support for the JMIE Testbed and Development program. 2. As the DCI's assigned coordinator for JMIE, I support DOS/INM participation in this multi-agency effort and verify that the DOS requirements specified in the MOU can be satisfied by the JMIE program. As part of the testbed activity, JMIE will utilize DOS funds to conduct analysis of DOS requirements for data and connectivity to the JMIE Support System, in addition to providing DOS/INM with a local access terminal to testbed functionality. Planning for the fully implemented JSS will include provisions for data support to selected embassies in the Caribbean region, as specified by DOS. 3. As an active member of the JMIE consortium, DOS/INM will participate in the evolution of the JSS to ensure satisfaction of their needs. It is anticipated that the JSS will provide significant assistance to agencies and organizations i l d i nvo ve n worldwide interdiction of narcotics.
