Heinz, USAF Director, Intelligence Community Staff Room 6503 Community Headquarters Building Dear General Heinz, We would like to take this opportunity to invite you and selected members of your staff to attend a symposium on advances in foreign low observable (stealth) science and technology at the CIA Headquarters auditorium on November 4th and The Scientific and Technical Intelligence Committee and th-- Weapon and Space Systems Intelligence Committee are co-sponsoring this symposium to bring together technology and system analysts with national intelligence collection managers. Our objective is to focus the Community's attention on foreign (principally Soviet) developments in this strategically significant area. The symposium will concentrate on aerodynamic systems, but not exclusively. Counter-low observables will not be addressed, but will be the subject of a future The main goals of the Low Observable Symposium are: - To prepare actions to better focus national-level collection guidance; To identify key areas where current national collection can be used more effectively; To define requirements that can be fulfilled by new national capabilities which soon may become operational; and To increase the awareness of collectors, producers, and consumers of intelligence as to what low observable technology is so its interdisciplinary nature will not interfere with its recognition as a unified intelligence problem. The keynote address will be given by Dr. George A. Keyworth II, former Science Advisor to the President and now Chairman of the Keyworth Company. Presentations by analysts and collectors will then sensitize the Intelligence Community to low observables, will broadly define and structure the requirements picture, and will attempt to resolve some critical gaps in the study of this important and rapidly emerging technological issue.
