SUBJECT: IR&DC Technical Assessment Program (U)
1. In regards 's Technical Assessment Program, we are
completing work on study, which will be forwarded to you in
June. The assessment on narcotics technology initiatives will be ready by the
end of the summer.
2. For the next set of studies in this program, we recommend that the
Council be asked to prepare technical assessments on the following topics:
a. Technology 2000 and the Analyst. A technical assessment to
determine how emerging technologies may improve capabilities for future
intelligence analysis and production, and to determine which technologies
should be pursued to provide enhanced analytic capabilities. Intelligence
collection will markedly increase during the coming years, and increased
technical assistance will be required to cope with the volume of material that
must be brought to analysts attention. The assessment will focus on how
future technology initiatives could improve processing, analysis, and
production of finished intelligence.

3. We suggest the Council be charged to complete the above technical
assessments over the next year. Of course we welcome additional topics or
areas that you or the DCI designate might wish the Council to consider in
order to provide technical advice.
