SUBJECT: Request for Additional Support for 1987 National
Assessment of the Hostile Intelligence Threat and
US Countermeasures (U)
REFERENCE: DCI/ICS-87-0760, 9 January 1987 (copy attached).
1. We have received a number of useful contributions for the subject
assessment from the military services and Defense agencies. We need to know
more, however, about security countermeasures(SCM). The final product should
reflect accurately SCM accomplishments as well as effectiveness and shortfalls
and include recommendations in this important area. We would, consequently,
appreciate receiving short papers on the subjects listed below and/or having
the opportunity to discuss them with the appropriate people in your Policy
area. In view of the mid-August milestone for the initial draft of the
Assessment, we would very much appreciate an early response to this request.
My staff has discussed this matter with Mr. Maynard Anderson of your staff who
is willing, subject to your agreement, to provide the additional inform ation
we need. (U)
2. The subjects we would like addressed are listed in section IV-D of the
attached Terms of Reference. They include the following: Personnel and
Physical Security, OPSEC, INFOSEC, Industrial Security, TSCM, FOCI, National
Defense Disclosure Policy, Tech Transfer Controls, Security Awareness, Port
Security, and Security Training. (U)
