SUBJECT: Suggested Items for IG/CI Meeting to Aid in Preparation of
Second Biannual Report for the President on the
President's Report

subject: Need for Formal Meeting of IG/CI
1. Attached is a copy of the taskings and responses provided in the first
biannual report for the President on the his "Report to the Congress on the
Nation's Counterintelligence and Security Countermeasures Plans, Programs, and
Capabilities." They have been colocated to provide easy association and
reference for preparation of the second biannual report. The order has been
rearranged to provide closer association of topics and permit a tighter, more
inclusive response.
2. The first biannual report was prepared largely with FBI, CIA, and DoD
participation with some input from State. These four, along with NSA and DoJ,
remain the primary participants and those on whom the greatest burden is
levied for action and response. It is suggested that the IG/CI form a task
force of the four major players to draft the second biannual report, with
assistance and input as needed from NSA and DoJ and any other IG/CI members
who might make a meaningful contribution.
3. Per DCI instructions, the second biannual report should identify any
IG/CI taskings on which action has not been initiated and provide an
explanation as to why this is so.
4. Along with the attached breakdown of the taskings and responses are
suggestions of what is needed for the next report. If you agree, a package of
the attached can be assembled for distribution to the drafting task force only
to assist them in their work.
