CCISCMS, as Secretariat for the IG/CI, forwarded two papers to the SIG-I Secretariat for discussion at a 14 January meeting. The papers dealt with counterintelligence policy towards the PRC and the national counterintel- ligence strategy. The strategy paper has been forwarded to the Acting DCI for signature and transmittal to the HPSCI and SSCI. The PRC paper is being reworked for further review by the SIG-I principals. 2. The following papers were completed during January: - Suggested modifications to FY 1988-1992 Program Guidance for CIA, DoD, and FBI were provided to PBS/ICS. - Responses from Community elements relative to the HAC request for identification of NFIP and TIARA overseas activities in need of physical security enhancements were forwarded to D/ICS. - A draft of counterintelligence and security countermeasures accomplishments was submitted to PPS/ICS for inclusion in the DCI's annual report to Congress. 3. A meeting of the drafters of the next annual hostile intelligence threat assessment was held on 6 January to discuss terms of reference (TOR). Lead agencies were identified, and minor changes were made to the TOR. Lead agencies will be responsible for drafting specific sections of the assessment, with input from other agencies as required. The final TOR was distributed to principals and drafters, along with a schedule for completion of the assessment. 4. The SCI Forum met on 12 January. Discussion items included proposed revisions to DCID 1/19; approval of DCID 1/7; and SCIF office space arrangements for Independent Counsel Lawrence Walsh, who is probing the Iranian arms sale matter. The DoJ representative requested that members poll their organizations to identify nominees for security officer to Mr. Walsh. The Technical Surveillance Countermeasures Subcommittee held its monthly meeting on 21 January. The RDT&E Subcommittee reported substantial progress on an IG/CM(T)-requested report on current and planned TSCM R&D. The taskings from the SSCI and Presidential reports were again reviewed and further assignment of tasking or progress noted. A new draft charter has been prepared. The balance of the meeting was devoted to CIA presentations on the Plain Text Processing Equipment, the joint protection program, and the Acoustic/Shielded Enclosure Program. 6. Two CCISCMS staffers continued to work with the Department of State on preparation of a report from the Secretary of State required by the Defense Authorization Act of 1987. This report will restate the hostile intelligence threat, with emphasis on the HUMINT activities of Soviet surrogates traveling in the United States. 7. Three FISA requests were prepared during January. 8. While State (Mr. Lamb) has at long last agreed to provide the Chairman for the IG/CM(P)'s Physical Security Committee, no one, as of this writing, has been designated to do the job. This failure is serious, and staff members continue to pursue designation. 9. UDAC will forward separately a January report on unauthorized disclosures of intelligence information. December reports have been hung up in OADCI.
