As elaborated at the IG/CM(P) meeting on 3 December, each of you is responsible for appropriate implementation of actions directed by the President within your area of responsibility. In some cases this will entail initiating work within your Committees; in other cases, it will entail contacting a particu- lar department, agency or interagency mechanism, and obtaining a report concerning implementation of a particular action. As you will note from Mr. Casey's memorandum, he is expecting an initial report from the IG/CM(P) by 15 April 1987, with semi-annual reports thereafter, concerning the status of implementation of the President's report. Our goal is to succeed in implementing each of the President's initiatives by 15 November 1988. Attached for your information and guidance is a letter from the President to me, as Chairman of the SIG-I, directing implementation of the improvements contained in the President's report within the next two years and calling for a twice yearly progress report. I recoqnize that you are already working at these tasks and at responding as appropriate to the like recommendations in the parallel report prepared by the Senate Select Committee on Intelligence. I urge that you move with vigor to comply with the President's instructions, to determine which of the Senate's recommendations should be put into practice, and also to move toward implementing those that are doable and beneficial. 2. I am aware that each of you is currently reviewing with your Interagency Group which of the action items in the two reports will fall to your organization, how to proceed within your Group, and the relative priorities of the several items falling within your area. I expect to receive, prior to Christmas, from the Intelligence Community Staff (CCISCMS) the consolidated results of this division and allocation of the voluminous work. I am also aware that some of the tasks have been or soon will be completed, that not all of the tasks in the SSCI report are considered doable and beneficial, and that many of the tasks must be done by a specific department, agency, bureau, or ad hoc organization established specifically for the particular task. We must be careful to act in a way that does not ignore or interfere with existing institutional responsibilities. (There is a history of Congressional testimony that Chairman, SIG-I, is not, should not, and cannot he a CI/CM tsar.) Our role continues to he one of coordination, policy recommendation, and monitoring in order to assure reporting and congruent actions when useful. 3. In order to comply with the President's direction on reporting in the attached letter and to prepare for inevitable Congressional requests for data on our progress, I ask that you each provide reports to me as follows: - 15 April 1987: Initial IG report based on the work lists resulting from your present review of tasks in the two reports. CASEY The Director of Central Intelligence SUBJECT: President's Report to Congress on the National Counterintelligence and Security Countermeasures, Plans, Programs and Capabilities I appreciate the hard work and commitment on the part of the intelligence community in-the preparation of the recently completed report to Congress on counterintelligence, countermeasures and security improvements. I endorse the report and its recommendations. As such I will look to you as the Chairman of the SIG(I) to ensure all the new initiatives and improvements set forth in the report are vigorously implemented within the next two years.
