During the DCI's appearance before HAC last week, the DCI
agreed to provide the names of the participants in the NSC
meeting of December 1985, where the risks associated with the
Iran operation were discussed. I would appreciate your
furnishing a list of these names so that it may be incorporated
into the transcript.
You should also provide a copy of the report the Director
recently received from Adnan Khashoggi on reconciliation
between Iran and the U.S. The Director promised to make this
report available to several committees.
I will also be sending you a copy of the transcript of 25X1
the hearing for the DCI's review and correction. I will note
on the transmittal slip the page numbers where there was an
apparent error of fact.

MEMORANDUM FOR ALL EMPLOYEES

SUBJECT: Inspector General Fact-Finding Investigation
1. I have directed the Inspector General to launch a full-scale,
fact-finding investigation to document the role of this Agency in, or its
knowledge of, the sale of military hardware to Iran and the subsequent
diversion of associated funds to the Contra forces in Central America. I
expect every Agency employee to cooperate fully with this fact-finding
investigation.
2. The Attorney General has requested any and all material of any
type or description, including, but not limited to, all memoranda,
briefing materials, minutes, handwritten notes, diaries, telephone logs,
computer or other electronic records, files, and other documents dated
from 1 January 1985 to the present, concerning the following:
a. All arms activities involving Iran.
b. All hostage negotiations or similar communications involving
arms as an inducement.
c. All financial aid activities involving the Nicaraguan
resistance movement which are related to Iran or Israel.
d. All activities of Robert C. McFarlane, Don Fortier,
Lt. Col. Oliver L. North, Vice Admiral John M. Poindexter, Paul
Thompson, Adolfo Calero, and Richard V. Secord relating to paragraphs
a through c above.
3. Any Agency employee processing information relating to these
matters should contact one of the following Office of Inspector General
(OIG) officers:
Likewise, any Agency employee who possesses any information or documents
as outlined in paragraph 2 above should forward them to DIG immediately.
