Enclosed is a report of the Special Counsel to the DCI
concerning the CIA's role in the Iran-Contra matter. I have
used this report, along with reports of the Inspector General
and Congressional Committee reports, as the basis for the
administrative action taken in this matter.
But of more importance is its value as a management tool
for the future. In deference to the privacy interests of our
employees who are named in this report, I ask that you use
appropriate discretion in sharing its contents with others for
whom you have responsibility.
I am also enclosing a copy of my covering letter to the
Oversight Committee Chairmen and Vice Chairmen. This may be
shared with others within your Directorate or office as you see
fit.
While I can anticipate some temporary bumps in the road as
a result of this necessary review and action, I hope I can
