As Chairman of the Senate Permanent Subcommittee on
Investigations, I have authorized the Subcommittee staff to
conduct a preliminary inquiry to determine the ability dyf the
U.S. Government to protect itself against the threat posed by
hostile intelligence services overseas, specifically at our
diplomatic missions. Recent events in Moscow, Vienna, and
elsewhere have raised grave questions concerning
counterintelligence oversight and investigative and prosecutive
abilities of the U.S. Government abroad.
I am writing to the agencies charged with responsibilities
in the area in order to elicit cooperation in determining the
government's current policies and capabilities. This information
is necessary for the Subcommittee to discharge its obligations in
this matter.
Accordingly, I request that arrangements be made for a
briefing of the Subcommittee Staff regarding the government's
policies on the prosecution of espionage cases, with the focus
being on any problems we face with investigative capabilities and
coordination for offenses occurring overseas.
I greatly appreciate your cooperation in this matter, and
I am sure you share my concerns in this regard. Please have your
staff coordinate this request with Eleanore J. Hill, Chief
Counsel and Staff Director to the Subcommittee, or David B.
Buckley, Staff Investigator, at 224-37207-----7?
