Statements for the Record
1. Attached for your information' are copies of materials
related to the first two days of hearings on "non-intelligence
defectors" before the Permanent Subcommittee on Investigations,
Senate Government Affairs Committee (chaired by Senator Nunn).
2. On 8 October, in addition to Director Webster and General
Odom, the Subcommittee heard testimony from John F. Sopko,
Subcommittee Deputy Chief Counsel (Majority), Dr. Lawrence
Martin-Bittman and Senator Gordon Humphrey.
3. The Bittman and Humphrey statements, Senator Nunn's opening
statement and the Sopko report from which Sopko's testimony was
condensed ("Federal Government's Handling of Soviet and Communist
Bloc Defectors") are attached. Also attached are the statements for
the record of several persons who did not testify: Etienne M.
Huygens; former Agency officer Thomas Polgar; and Professor Uri
Ra'Anan.
4. Also attached are the statements of those from whom the
Subcommittee heard testimony on 9 October: Dr. Leo Cherne,
