Attached is a copy of S. 487, which is a bill to require the monitoring of technology transfers vis-a-vis intellectual property. It is designed, in part, to eliminate unfair trade practices such as foreign government requirements to transfer or divulge technical data as a condition of importing U.S. goods. The United States Trade Representative is required to monitor technology transfers and prepare an annual report on this issue. 2. The impact of the bill on the Agency seems to be benign. In view of the fact that a great amount of trade legislation is being introduced in this session of Congress, it is quite possible that this bill could be included and passed in another bill.
