Price Director of Personnel SUBJECT: [ 8773905 SEP 10 1987 Draft Intelligence Community Legislative Program for Second Session of the 100th Congress: Final Request for Comments REFERENCE: OCA 87-3968, Dated 28 August 1987, same subject 1. We have reviewed the legislative proposals incorporated in the draft legislative program as a result of responses to referenced request. We have no objection to these proposals. 2. We do request, however, that you consider for inclusion in this legislative program another item that we previously had forwarded to your office, but was not included in this package. Accordingly, we submit the following proposal: The Director of Central Intelligence may propose legislation to amend the Federal Employees' Retirement System (FERS) Act of 1986 to allow Agency employees who have elected to remain covered under CSRS the option to transfer to FERS Special Category if they are subsequently designated as CIARDS participants. These employees would have a period of six months from the date of designation as CIARDS participants in which to make the election to transfer. This proposal would afford these employees the opportunity to elect to transfer to FERS Special Category, an option not available to them at the time they made their initial transfer election. 3.
