MEMORANDUM FOR: Legislation Division, Office of Congressional

SUBJECT: High Risk Occupational Disease Notification
and Prevention Act of 1987, H.R. 162
1. The intent of H.R. 162 to identify groups of persons
at risk of contracting occupational diseases will have a
positive effect on affected Agency 'employees when enacted.
This will especially be true for a large number of DSfT
employees who would fall in the category of operating under an
occupational health hazard.
2. Because the bill provides for the establishment of a
Risk Assessment Board which would have access to agencies'
files, in addition to similar access authorized to the
Secretary of Health and Human Services, we believe that some
provision should be made to ensure that classified activities
protection is afforded, the DST does not anticipateany
