SUBJECT: Berman Anti-lerrorism Bill Fails To Pass
1. You will recall that on 13 September 1988, Senators
Kerry and Lugar introduced S. 2776, the Senate companion to
H.R. 3651 the House-passed "Antiterrorism and Arms Export
Amendments Act" sponsored by Representatives Berman and Hyde.
2. On 7 October 1988, the Senate Foreign Relations
Committee held hearings on S. 2776 and efforts were made
thereafter to bring the bill to the Senate floor.
3. On the House side, the bill's proponents moved to
combine the House-passed bill with several other measures,
including the Iraq sanctions legislation, in a last-minute
effort to secure their passage before the Congress adjourned.
4. Both efforts collapsed for reasons that are still not
clear. It appears the Berman/Hyde bill may have become hostage
to other, larger legislative struggles among the Senate
(Senator Helms particularly), the Administration and the
Department of State.
4. In any event, Representative Berman's staff indicates
he is likely to reintroduce the bill next year and begin the
process again.
