As you are aware, NSA has several proposals contained in the legislative program for the 100th Congress that you have requested be included in the FY88 Intelligence Authorization bill. We intend to circulate for comment a draft version of the FY88 Authorization bill around mid-November. STAT STAT To ensure that your proposals are included in our draft bill, it is necessary that we receive from you by 7 November the legislative language that you want to incorporate into the authorization bill. Specifically, we need legislative language regarding "Tax Exemption for Allowances Paid to Certain NSA Employees" (100/1-27) and "Retroactive Pay for Certain NSA Employees" (100/1-28). With respect to Foreign Cryptographic Control (100/1-26), we already have draft legislation from You indicated support for SI-AT this legislation last spring, but I would appreciate your review of it once again to ensure it is consistent with NSA's position on this matter. We would also appreciate receiving a short sectional analysis for each of these proposals so that we can incorporate it into the "section-by-section analysis" that accompanies the bill. Finally, some of the NSA legislative proposals will require expenditure of funds. It is important that we receive from you an estimate of the cost, if any, of the legislative proposals so that we may include that cost in the "Cost Analysis" section of the Administration version of the Intelligence Authorization bill.
