Dear Mr. Frey:
Enclosed is a draft views letter from the Director of
Central Intelligence (DCI) to the conferees on the Fiscal Year
1988 Intelligence Authorization bill (H.R. 2112/S. 1243).
You will note the letter refers to a separate classified
letter commenting on Section 402 of the bill. We are sending
that letter via the National Security Division/Intelligence
Branch.
We ask for your advice as to whether or not there is an
objection from the standpoint of the Administration's program
to the submission of these letters.
In order that the DCI's views are received in sufficient
time to be of benefit to the conferees, we would like to submit
the letters no later than 31 August 1987. We therefore would
appreciate receiving your advice in a timely fashion.
