SUBJECT: Draft Legislation for Items in FY 1989
Intelligence Authorization Bill

1. You have requested that we provide you with draft legislation for the
items that we submitted for inclusion in the FY 1987 Intelligence
Authorization bill.
2. Attached are three legislative proposals that include statutory
language, report language and, where appropriate, changes in existing law.
These proposals refer to the following:
a. Item 100/2-10 on Transfer to the FEHBP from CIA-Sponsored
Health Programs. Final inclusion in the bill 'depends upon the
results of the current studies of the Agency health insurance plan.
b. Item 100/2-11 on SIS Leave Conversion. This legislative
proposal is presented as a free-standing provision within the bill
rather than as an amendment.
c. Item 100/2-13 on Disability Annuitant Benefits.
