Attached for your information is a
letter from Chairman Stokes to
Representative Rostenkowski regarding a
section in the proposed Intelligence
Authorization Act for FY-89 that Mr. Gates
sent to HPSCI on 9 March. The section in
the proposed Act that Mr. Stokes refers
to concerns providing tax treatment on
allowances for certain DoD personnel
comparable to that provided to Foreign
Service and CIA employees for similar
allowances -- apparently the present tax
code taxes these allowances if you work
in DoD but does not tax them if you are
an Agency employee or Foreign Service
Officer. Chairman Stokes has referred
this issue to Representative Rostenkowski
in his capacity as Chairman of the Ways
and Means Committee. Note the Chairman's
letter claims he has urged you to
communicate directly to Rostenkowski
regarding this proposed change in the tax
laws.
