MEMORANDUM FOR: Chairman, National Intelligence Council

SUBJECT: Approval for TDY to JCS and CINCs' Conference
21-24 April 1985
1. Request approval for NIO/W to travel to Newport, Rhode Island
approximately 21-24 April 1985. The purpose of this travel is to
participate at the invitation of the Chairman, JCS, at his JCS and CINCs'
Conference. The conference will involve among other things examination
of early warning of crises, crisis management and transition to war (see
also attached invitation).
2. My participation has been solicited because of my present
position as NIO/W and general experience in political-military affairs.
The conference should provide an excellent opportunity to explore the
potential for bringing strategic warning to bear early on the security
policymaking process. It will also provide me with an opportunity to
discuss warning problems with the CINCs.
3.~ Iwill represent the NIO/W during this time
period.
4. All expenses related to the conference including travel and
lodging will be borne by the JCS.

participate in the War Game that will be conducted in
conjunction with the JCS and CINCs' Conference to be held at
the Naval War College, Newport, Rhode Island, April 21-24,
1985. As a member of the Control Team, your extensive
experience and expertise in politico-military affairs will be
invaluable to the War Game, and will contribute significantly
to the realism and credibility of the proceedings. I
sincerely appreciate your agreement to participate in this
important event.
We will provide travel, lodging, and all meals during
your stay with us at the Naval War College. You have
reservations at the Sheraton Islander Inn in Newport. We can
also assist in travel arrangements, if you desire.
